Well, don't count out the Magisterium out quite yet. That seems to be more of a complicated matter, since the scientists I met didn't necessarily identify as such. But we need to know more on that.

I had thought the angel that compels participants into killing was naught more than to cause despair among us—but it does, in fact, hold an intended purpose...? To... simply kill other angels, from the sounds of it.
Every week someone is approached by an Angel which leads to someone getting killed Thursday night, in a way you can consider that as the "sacrifice." [ He seems to pull out a notebook. ] Or perhaps more so the person that ends up getting executed.
In Camebit's library, I read up on some of the city's history, how the city owes its existence to the angels that had saved them from the tyranny of the "opposing power" who was once seen as their protectors. [ He'll continue, flipping through his own notebook to find a certain page. ]
One detailed what it means to be under the existence of these "saviors", which explained that even though they are safe and that things are peaceful, there will be times where they'll need to make great sacrifice.
There's also the matter of... the "neutral option." And how to take it.
We know of two groups who have met angels who are neutral in this conflict -- Uriel and Raguel. Maybe they could provide some insight into how we can best proceed.

Uriel asked that we find where the "Kingdom of Heaven" might be born anew. That it's within each of us, and that we'll know when we find the correct place.
We know too that unity is the key - that the Watchers have consistently asked us to tell secrets and stories of each other to each other, to bond together. And that that is likely tied to the sensation of generating Dust.
